  • Tenders are invited for Support Team of the Kuru Kofé Association in the Implementation of Activities | Sustainable and Integrated Development Program “a Future in the Land of Cliffs”. Context and description of the mission The Hauts-Bassins Region in Burkina Faso and the Auvergne Rhône-Alpes Region in France have been conducting decentralized cooperation since 2004. In this context, the Tetraktys association supports the Hauts-Bassins Regional Council and the pilot sites of the Region in their local development since 2009, particularly in the implementation of the Regional Strategy for the Development of Sustainable Tourism. The populations of the territory of the cliffs are currently experiencing profound upheavals linked to the urbanization and industrialization of peripheral areas, and are confronted with recurring problems: access to drinking water, degradation of the natural environment, poverty, isolation, deforestation, …. Indeed, "les Falaises" is a very poor area where the significant rural exodus to Bobo-Dioulasso (+11% annual demography on average) testifies to precarious living conditions. This territory, which nevertheless displays a very rich heritage (endemic biodiversity, presence of rock art, cultural diversity, atypical landscapes, etc.), is losing its identity. Between 2016 and 2018, following field missions, the traveling seminar and the realization of a diagnosis of the cliffs, access to drinking water emerged as a priority for the populations and as a sine qua non of their involvement in the project and in the preservation of the area. The territorial diagnosis of the cliffs has highlighted the need to preserve and enhance resources and heritage. "A Future in the Land of Cliffs", a program for the preservation and economic development of the Cliffs in the Hauts-Bassins region and the Cascades region in Burkina Faso is the result of a long reflection on the priority needs of the Hauts Bassins regions. and Cascades. The action of preservation and development of the cliffs is naturally included as a priority action of this strategy. All the actions identified meet the needs expressed by the populations as part of a territory diagnosis carried out in 2017. Led in consortium by the associations Afrat, Kuru Kofe and Tetraktys, the program has obtained the support of the French Development Agency in 2018 for the implementation of a first three-year phase (2018 - 2021). Following the results of the external technical evaluation and the positive impacts observed in the Falaises territory, a second three-year phase was launched in January 2022 with the financial support of the French Development Agency (AFD), the Auvergne Rhône Region -Alpes (AuRA), the Rhône Mediterranean Corsica Water Agency (AERMC) and the Regional Councils of the Hauts-Bassins (CRHB) and Cascades (CRC) regions. Presentation of the members of the consortium: · AFRAT (France): The Association for the Training of Rural People in Tourism Activities has been working for more than 50 years in the field of training, territorial development and tourism, for the benefit of populations, institutional actors and local entrepreneurs, in France and abroad. · Kuru Kofé (Burkina Faso): In 2004 the association DOUSE (Develop Tools to Unite our Knowledge and our Energies) launched the Kuru Kofé program, which means "behind the hill", in order to preserve the natural and cultural heritage of the cliffs which collapses under anthropogenic pressures. In 2014, the program formed an association in order to create a framework for consultation, to bring out areas for the safeguarding and enhancement of heritage and to fight against poverty in rural areas. · Tétraktys (France) is a local development NGO established in the Alps for almost 25 years. Its areas of intervention are local development, rural tourism development, preservation and enhancement of natural and cultural heritage, institutional support, education for global citizenship. In 2021, Tetraktys is present in 10 countries. In each territory, Tetraktys strives to adapt to the local context, to the inhabitants, to their culture. Many partners and experts will contribute to the program, in particular: The Hauts-Bassins Regional Council, the Cascades Regional Council, the Hauts-Bassins Regional Development Agency, the Regional Directorates of Agriculture, the environment, the education and water and sanitation. Overall objective: Contribute to the sustainable and integrated development of the territory of the cliffs (zone between Bobo-Dioulasso and Banfora - Hauts Bassins region and Cascades region - 28 villages located in the municipality of Bobo-Dioulasso, Péni, Toussiana and Tiéfora). Objective 1 - Improve and structure local governance Objective 2 - Improve the living conditions of the populations of the Falaises Objective 3 - Preserve biodiversity and heritage Within the framework of the second three-year phase, various activities are planned. The details of the activities are presented in the logical framework in appendix 1: SPECIFIC OBJECTIVE 1 : Improve and structure local governance Indicator of achievement of the specific objective : Kuru Kofe adopts a 2024-2027 strategic plan/ Kuru Kofe is approached by at least two institutional and/or civil society partners for support, advice and the establishment of common activities. Result 1: The anchoring of the local association in the territory is strengthened Indicators of expected results and chronology: Kuru Kofe is visible to 2000 people / the two employees and the 6 members of Kuru Kofe strengthen their skills on at least three themes. Main activities planned: creation of a framework for exchange and consultation between local authorities and civil society / reflection on the implementation of an associative project of Kuru Kofe Indicators for monitoring quantified activities and targeted targets : 2 steering committees and 2 technical committees / at least one training report for Kuru Kofe members and team / an elective General Assembly / Kuru Kofe has a strategic plan / an event general public organized on the territory Result 2: An integrated development strategy for the Cliffs is defined Indicators of expected results and chronology : a report on the ethology of elephants / a summary of recommendations and complaints from the villages of Les Falaises on conflict management is available Main activities planned: specific study on the ethology of the elephant / Creation of mediation tools / exchange and mediation workshops with the inhabitants of the Falaises Indicators for monitoring quantified activities and targeted targets: At least two awareness-raising materials created / at least eight meetings organized in the villages where conflicts have been recorded. SPECIFIC OBJECTIVE 2 : Improve the living conditions of the populations Indicator of achievement of the specific objective: the rate of access to drinking water and the rate of access to sanitation in the villages of intervention have increased by 10% / production - processing of products and /or the number of soil fertility improvement schemes of supported cooperatives increased by 15% Result 1: The inhabitants of Les Falaises have easier access to drinking water Indicators of expected results and timeline: at least 3,000 inhabitants benefit from easier access to drinking water / 11,700 village inhabitants will indirectly benefit from the works Main planned activities: preliminary studies / implementation of an AEPS and two PEAs and their management systems / Support for the management of the AEPSs established Indicators for monitoring quantified activities and targeted targets: A selection committee for preliminary studies / Three contracts between the consortium and the companies in charge of the work to set up an AEPS and two PEAs / Three provisional technical acceptance reports for the of the AEPS and the two PEA / Three publications in the press / Three minutes of the creation of the temporary water management committees / Minutes of the putting into operation of the temporary management committees of the AEPS Result 2: The inhabitants of Les Falaises have access to compliant sanitation systems Indicators of expected results and chronology: at least two villages benefit from the installation of blocks of institutional latrines and showers / the two systems installed reach out to six villages Main planned activities: preliminary studies / installation of institutional sanitation systems, training and awareness-raising for the inhabitants of the two villages Indicators for monitoring quantified activities and targeted targets: preparation and distribution of the Price Request File (DDP) / a selection committee / a contract with the company in charge of the works / a technical acceptance report / a training and awareness report Result 3: Agro-ecological activities are encouraged in the territory Expected results indicators and chronology: the network of 26 agroecological farmers benefits from capacity building on at least three themes / four women's cooperatives are financially supported, i.e. 200 women Main activities planned: strengthening of the network of agro-ecological initiatives made up of 26 members / Creation of a support fund dedicated to women's cooperatives and associations Indicators for monitoring quantified activities and targeted targets: at least one report of follow-up meetings with the winners / four (4) technical and financial reports transmitted and validated SPECIFIC OBJECTIVE 3 : Preserve biodiversity and heritage Indicator of achievement of the specific objective: 1,556 inhabitants of Les Falaises have knowledge of the potential and challenges related to natural and cultural heritage Result 1: The cultural, material and immaterial heritage of the Cliffs is valued Indicators of exp
