  • Tenders are invited for Strengthening the Operational and Management Capacities of SONABEL The Government of Burkina Faso (β€œGovernment” or β€œGdBF”) has signed an agreement with the Millennium Challenge Corporation (β€œMCC”), called Compact, and plans to allocate part of the funds to payments for contracts for goods, works and contracts. services. The Compact includes an investment from MCC for a total amount of US $ 500,110,795, comprising (i) an MCC Grant of US $ 450 million and (ii) a Government Contribution of US $ 50,110,895, with a view to strengthen Burkina Faso's electricity sector, in particular by helping to develop a favorable framework for a competitive, efficient and sustainable electricity market, by developing projects with independent energy producers and financing infrastructure for the transmission and distribution of electricity. It revolves around the following three projects: Project 1 (P1): Project to improve efficiency in the electricity sector (PREDEL) The Electricity Efficiency Enhancement Project (PREDEL) aims to improve and strengthen the legal and institutional framework of the electricity sector by investing in priority reforms and capacity building for stakeholders. keys, in particular the incumbent operator, the Regulatory Authority and the Ministry in charge of Energy. The MCA- Burkina Faso II, acting as a client on behalf of the GdBF, will procure the services of a professional firm (the Consultant) to help SONABEL to update and implement a strategic plan which will make it possible to define a new organizational structure, in particular based on accounting separation. This Consultant will also have to identify the means to face the challenges created by the opening of markets, the development of new production technologies, mainly solar, and the achievement of the electrification objectives of Burkina Faso. The Consultant will also be in charge of other important activities listed below and detailed in the provisional version of the terms of reference (TORs) in the appendix, in particular the formalization of the accounting separation principles and a plan contract between the GdBF and SONABEL. The deliverables of certain key activities will enable GdBF to meet the previous conditions for entry into force of the Compact.  This contract covers the period before the entry into force of the Compact (Pre-EIF Period or Base Period) and will optionally continue for the duration of the Compact. The Consultant's mandate will be focused on: 1) The review and possible updating of SONABEL's strategic plan for 2030; 2) The establishment of an accounting separation for the different activities of SONABEL; 3) The development of an action plan for the implementation of the strategy and the establishment of the new organizational structure; 4) The establishment of a plan contract to measure its evolution and promote the incentive of the performance of SONABEL; 5) Support or assistance in the implementation and monitoring of priority actions, mainly at the activity level: a. financial; b. commercial; vs. and transport and distribution networks. The detailed description of the services is presented in the provisional version of the terms of reference. Objective of the request for information UCF-Burkina Faso is in the process of finalizing the Terms of Reference which will be used to recruit a Consultant within the framework of a Request for Proposals.
